Training in Transformation - the JSRTS Program
In the end, JSRTS fell short of many of its loftiest goals. While much of the software was very easy to use, collective training never reached the level of routine, fully autonomous use, NGB officials choosing instead to proctor exercises with 1-2 personnel. Cloud-based delivery was achieved in two of the three component systems, but technological limitations largely prevented use of the system for large scale collaborative exercises.
Elements of the JSRTS system continue to be used today. The National Academies of Science was an early advocate of JSRTS capabilities and continues to support its use. FEMA uses JSRTS capabilities to certify members of its response teams, and the National Guard used the system for proctored exercises until funding ran short in mid 2015.
